Bank account — MyFin's Bulgarian IBAN does not satisfy that. Card — The card links for purchases, but PayPal funds cannot be withdrawn onto it. An Algerian PayPal account can only link a US bank account. PayPal charges a flat $5 for an on-demand card withdrawal, and nothing for a scheduled monthly payout.
